I don't play Sims2 anymore but used to, and I'm going on that it works the same as Sims3..

.. in which case there is 'The Sims Exchange' area online where people can upload and download lots of material for free. There is also a seperate area called 'The Sims Store' where you have to pay do download items.

Hope that helps. On the sims 2, u used to be able to download free hair styles, furniture etc but now it seem you have to buy?
you can get a limited amount of custom hairstyles from the game itself, but they can't be changed. all you do is click on a mirror in the house, click change appearance, and then wait. you go to the star thing for custom hair, and click on a hairstyle you want. i only liked a few, they were kind of crappy, but you might like them
I'm not sure what site you've been downloading from, but a lot of sites ask money for 'their creations', and that's illegal. But EA allows it anyway. You can get all pay content, for free, here: http://ls.paysites.mustbedestroyed.org/b/a>

You can also find the stuff from the EA Store for free, on More Awesome Than You, http://www.moreawesomethanyou.com/smf/in/a>
I never used the Sims2 site downloads personally, I thought they were all kind of crappy and cheaply done. I'd recommend you check out modthesims.info for Free custom content. They link you to a lot of other really great websites that have free CC also. There are a few pay and donation sites, but they never link you to stuff, like meshes, you have to pay for.
